Our History
1985-1990s
Dowsing Group started in 1985, not in a boardroom, but on the footpaths of Perth, Western Australia. Carl Dowsing, a skilled concreter with a strong work ethic and an eye for quality, founded Dowsing Concrete. From day one, the business was built on family values: hard work, humility, courage, and integrity.
In those early years, Carl and Jacinta Dowsing focused on concrete hardscapes, footpaths, and cycleways, refining craftsmanship and setting high standards of attention to detail. Carl’s hands-on approach and commitment established the foundation for what would become a broader, diversified civil contractor.

2000s-2010s
As demand for civil infrastructure and road-related services expanded, so did Dowsing. Over time, the company evolved from a footpath specialist into a full-service civil subcontractor. Key areas of expansion include:
-
Hardscapes and concrete works, becoming renowned for delivering Local Government footpath contracts in Western Australia.
-
Civil services and slipform construction, enabling an integrated set of capabilities for road infrastructure.
During this period, we sharpened our internal systems: safety, quality management, environmental responsibility—ensuring that growth did not come at the expense of what makes Dowsing trusted.
2020-Present
In recent years, Dowsing Group has transitioned from a strong regional player to a national mover, distinguished by several strategic milestones:
- Acquisition of WA Profiling (division of Hiways) in March 2021. This move strengthened the Dowsing Group’s road profiling capabilities in Western Australia. The consolidation brought together employees and equipment under one unified profiling unit in Maddington.
- Expansion into New South Wales via acquisition of Seovic Civil Engineering, part of the Group’s national growth strategy adding concrete pavements, slipform kerbing and diamond grinding to our service capabilities. Dowsing Group is now the leading Diamond Grinding specialist across Australia.
- Overseas expansion via acquisition of A1 Highways in New Zealand, bringing slipform capabilities overseas and reinforcing Dowsing’s reputation as a provider of scale, quality, and reliability.
These moves have enabled Dowsing Group to offer larger, more complex road infrastructure solutions, across the full suite of profiling, slipform, hardscapes, civil, and grinding/grooving services.

Today and What’s Next
Today, Dowsing Group remains family-owned, with the next generation actively involved in leadership. Bohdan, Luke, Sam and Caleb Dowsing driving the business operations, and the guiding values established by Carl and Jacinta — courage, authenticity, craftsmanship, service — continue to shape culture and decision-making.
We operate across multiple locations, Perth, Kalgoorlie, and Sydney, and serve both public and private clients with road infrastructure that reflects high standards of safety, quality, and reliability.
Looking forward, our strategy remains steady: enhance capability, deepen client trust, invest in people and systems, and deliver excellence in whatever project we take on. We believe staying true to our roots—honest work, client-first focus, and durability—gives us competitive strength.
