Spark NEL DC JV is delivering the Primary Package, including 6.5km of twin three-lane tunnels, split interchanges at Lower Plenty Road and Manningham Road, and upgrades to the Bulleen Road and Thompsons Road interchanges.
Dowsing Group has been engaged by Spark to deliver the tunnel pavement and slipform barrier works. These new concrete roads will help take an estimated 15,000 trucks off local roads every day, delivering a safer, more efficient connection for Melbourne.

Scope of works includes:
- 38,500m³ of CRCP (Continuously Reinforced Concrete Pavement) at 260mm through the northbound and southbound TBM tunnels across three lanes and two shoulders, and four lanes to the SEM tunnel
- CRCP to the Lower Plenty Road, Manningham and Bulleen cut and cover boxes and ramps
- 26,000lm Slipform TL4 concrete barriers through the TBM and SEM tunnels, ramps and cut and cover boxes
- Hand-placed shoulder and infill pavement, barrier infill concrete, and supply and management of barrier moulds
The works are staged across three separable portions: the TBM tunnels from Watsonia to Lower Plenty Road, the TBM tunnels from Lower Plenty Road to Manningham, and the SEM tunnel from Manningham to the Bulleen cut and cover box.
Paving and barrier plant operates beneath the TBM conveyor and ventilation fans in a live tunnel construction environment, predominantly on night shift.
We bring recent tunnel paving experience from the WestConnex M4–M5 Link and Rozelle Interchange in Sydney. Project-specific SWMS, inspection and test plans and quality documentation are prepared to Spark requirements and the R83 pavement specification.
