The Brookton Highway and Hill Street intersection upgrade is a strategic initiative by the City of Armadale aimed at improving safety, traffic efficiency, and pedestrian accessibility. Dowsing Group was appointed as the principal contractor to deliver comprehensive civil infrastructure works to meet the specifications of both the City of Armadale and Main Roads WA.

The project addressed a known congestion and safety issue, transforming the intersection through roadway modifications, drainage upgrades, and pedestrian infrastructure enhancements, all delivered under live traffic conditions with minimal community disruption.

Dowsing delivered civil infrastructure upgrades as head contractor through a combination of technical expertise, stakeholder coordination, and best-practice methodology:

  • Complex Traffic Management: Developed and implemented an approved TMP allowing for uninterrupted two-way traffic on Brookton Highway while safely detouring Hill Street access.
  • Stakeholder Communication: Delivered resident notifications and coordinated directly with homeowners and businesses to maintain access and manage expectations throughout construction.
  • Environmental Stewardship: Protected existing vegetation, minimised dust and noise impacts, and reinstated all verges and turf to pre-works conditions

Project scope of works included:

  • Complex TMP preparation and traffic staging.
  • Vegetation clearing and service location via DBYD.
  • Removal of existing kerbs, footpaths, drainage infrastructure.
  • Excavation, subgrade prep, profiling, compaction and asphalt resurfacing.
  • Installation of new stormwater drainage (pipes, pits, grates, trafficable lids).
  • Construction of new concrete kerbing, 100mm footpaths, pram ramps and tactile pavers.
  • Concrete medians with stencil faux pave and crossover regrade.
  • Supply and lay 2 coats of P10/5mm Emulsion Seal and 30mm Thick 10mm DGA (A15E) in accordance with MRWA specifications. (sub-contracted works)
  • Pavement line marking removal and temporary line spotting. (sub-contracted works)
  • Final testing, as-constructed survey and reinstatement.

Delivering civil works under live road conditions demands meticulous sequencing and a flexible team on the ground. With most of the scope of works, road profiling, kerbing, drainage, asphalt, scheduling requiring adjustments to accommodate project clash points and optimised sequencing in line with the Client’s requirements and expectations
